Where do you find the best low cost dental care?

I have a friend who is out of work. He needs to have extensive dental work done. Basically, he needs to have all of his teeth pulled and get dentures. In order for him to get a good job and feel better about himself, he wants to get his teeth fixed yet has little to no money. What does he do? Where does he go?
