Failed smog check. check engine light....?

The smog dealer said it had something to do with a failed check engine light. But, the engine light isnt even on the dash board. Could it be because I took my battery out and put it back, resetting the system? Or because the car was not running since, april...and I just took it to the smog two days ago?? 96 accord ex.
